Quality assurance rules for continuing education at WebWay OÜ
1. Purpose
1.1. WebWay OÜ (registry code 17529905, hereinafter WebWay) establishes these quality assurance rules under § 7 of the Adult Education Act (täiskasvanute koolituse seadus).
1.2. The document sets out how WebWay ensures the quality of its curricula, their development, its trainers and the learning environment, and how feedback is collected and taken into account.
1.3. Artur Belonogov is responsible for quality. He is also responsible for organising continuing education.
2. Quality of curricula
2.1. A curriculum is drawn up in accordance with the Continuing Education Standard (täienduskoolituse standard). A curriculum contains at least the parts required by the standard: name, curriculum group, aim and learning outcomes, conditions for starting the studies, total volume (contact study and independent study separately, with practical study shown separately), content of studies and study methods, description of the learning environment, conditions for issuing completion documents, and a description of the trainer's qualifications, study or work experience. If a curriculum is based on an occupational qualification standard, another state-established standard or a formal education curriculum, or if it gives the right to work in a particular field, the curriculum refers to the relevant standard, curriculum or legal act and lists the relevant competences.
2.2. A curriculum is based on learning outcomes. Learning outcomes are described at the minimum level needed to complete the curriculum and are worded so that their achievement can be assessed.
2.3. The name of a curriculum describes the content of the training accurately and is not misleading. The parts of a curriculum are consistent with each other, and the learning outcomes can be achieved within the time set in the curriculum.
2.4. Before commissioned training, WebWay works with the client to identify the employees' current skills and work tasks and adapts the exercises to them. The learning outcomes stay the same.
2.5. A curriculum is adopted by a management board member of WebWay OÜ. An adopted curriculum has a version number and a date of adoption.
3. Curriculum development
3.1. WebWay reviews each curriculum after every training course and also at least once a year.
3.2. A curriculum review takes into account feedback from learners and clients, the trainer's observations and changes in the tools used in the training.
3.3. A change to a curriculum is adopted as a new version. Earlier versions are kept so that it is clear which version each training course was based on.
3.4. AI tools change quickly. Examples and exercises are updated before each training course in a way that does not change the learning outcomes. A change to the learning outcomes is a change to the curriculum.
4. Trainers
4.1. A trainer must have professional competences in the field being taught and adult educator competences. WebWay assesses whether the trainer has these competences.
4.2. The competences may come from formal education, continuing education, the occupational qualification system or practical work experience.
4.3. Before a trainer's first training course, WebWay assesses their competences against the requirements described in the curriculum. The assessment is based on the trainer's education, continuing education completed, professional work experience and experience in training or instructing adults; each claim is supported by evidence or an example of work. The result of the assessment is recorded in writing, confirmed by the management board member and reviewed at least once a year.
4.4. A trainer regularly develops their skills both in their professional field and in adult education.
4.5. WebWay ensures that each training course has the necessary number of trainers with the qualifications, study or work experience described in the curriculum.
4.6. The names of the trainers, with a description of the qualifications, study or work experience that demonstrate their competence, are published in Estonian on the website. The details of trainers of commissioned training do not have to be published.
5. Learning environment
5.1. Contact study takes place in real time: in commissioned training on the client's premises, on a video platform or in a hybrid form, and in an open course on a video platform (clause 4.2 of the study organisation rules). The client provides the training room. In the room, each learner has a computer and an internet connection, and there is a screen or projector for showing the trainer's screen.
5.2. Online training uses the Google Meet video platform, which allows screen sharing and which the learner can use free of charge in a web browser. The learner needs a computer, an internet connection, a camera and a microphone.
5.3. Study materials and independent work assignments are provided electronically in a shared Google Drive folder for the group.
5.4. Personal data and trade secrets are not used in the exercises unless the learner's employer has given written permission for this. At the start of the training, the trainer explains which data must not be entered into AI tools.
5.5. The needs of a learner with special needs are taken into account by agreement with the learner.
6. Collecting and using feedback
6.1. At the end of each training course, the learners fill in an anonymous feedback questionnaire. The questions cover the content of the training, the trainer's work, the learning environment, the organisation and how useful the training is at work.
6.2. In commissioned training, WebWay also asks the client for feedback four weeks after the training to find out whether the employees use what they learned in their work.
6.3. WebWay prepares a summary of the learners' feedback within 10 working days after the training ends. In commissioned training, the client's feedback is added to the summary within 10 working days after it is received. The summary states what will be changed and when.
6.4. Once a year, WebWay prepares a summary of the feedback on all training courses and uses it when reviewing curricula (clause 3.1).
6.5. Complaints are handled in accordance with the study organisation rules. Changes made as a result of a complaint are recorded in the feedback summary.
7. Documents and reporting
7.1. Certificates (tunnistus) and statements of participation (tõend) are numbered, and a register of them is kept.
7.2. By 31 March each year, WebWay submits its performance indicators for the previous calendar year to the Estonian Education Information System (EHIS).
7.3. WebWay ensures that the accuracy of the performance indicators can be proven with documents. Documents on which the performance indicators are based are kept for three years from the end of the calendar year in which the document was created.
7.4. Information published on the website is up to date, easy to find and unambiguous. The information is reviewed after each change to a curriculum and at least once a year.
7.5. When describing its activities, WebWay does not make statements that give the impression that its training has been endorsed or formally recognised by the state, the Estonian Unemployment Insurance Fund (Töötukassa) or any other body. Registration of the notice of economic activity (majandustegevusteade) does not mean that the state has assessed or endorsed the quality of the training. WebWay does not use the logo, trust mark or quality mark of Töötukassa or any other body without the owner's permission.
8. Review of the document
8.1. The quality assurance rules are reviewed at least once a year and whenever the Adult Education Act or legislation issued under it changes.
