Continuing education
Here is what the Adult Education Act requires a continuing-education provider to publish: the study organisation rules, the quality assurance rules, the curricula and the trainers.
This is a translation, provided for convenience. If the texts differ, the Estonian text applies. Read the Estonian text
1.1. WebWay OÜ (registry code 17529905, hereinafter WebWay) establishes these study organisation rules under § 7 of the Adult Education Act (täiskasvanute koolituse seadus). The document sets out the conditions for admitting learners to studies and removing them from studies, the conditions for paying and refunding the tuition fee, and other conditions relevant to organising studies.
1.2. WebWay provides continuing education in the curriculum groups entered in the Estonian Education Information System.
1.3. WebWay runs open courses and commissioned training. Commissioned training is continuing education based on the client's wishes and needs and delivered under the terms and procedure agreed with the client.
1.4. Training is delivered on the basis of a curriculum adopted by WebWay. The study organisation rules, the quality assurance rules, the curricula and the names of the trainers, with a description of the qualifications, study or work experience that demonstrate their competence, are published in Estonian on the website webway.ee/et/training. Curricula of commissioned training and the details of their trainers do not have to be published.
1.5. The volume of study is set in academic hours. One academic hour is 45 minutes.
1.6. The language of instruction is Estonian, Russian or English. The language of each training course is stated in the course description or in the commissioned training contract.
2.1. Before the training starts, WebWay informs the learner and the funder of the training of:
3.1. A learner registers for an open course through the contact form on the website webway.ee or by e-mail at info@webway.ee.
3.2. In commissioned training, the client submits the list of participants.
3.3. On registration, the learner's first name and surname, personal identification code (or date of birth if there is none) and e-mail address are provided. The certificate (tunnistus) or statement of participation (tõend) is issued on the basis of these data.
3.4. A learner is admitted when WebWay has confirmed the registration by e-mail. In commissioned training, a learner is admitted when WebWay and the client have agreed on the terms of the training and the learner is on the list submitted by the client.
3.5. The conditions for starting the studies are set out in the curriculum.
3.6. A group has at least 3 and at most 12 learners. If the minimum number of learners is not reached, WebWay may postpone or cancel the training. The learner is notified of this at least 5 working days before the training starts.
4.1. Training follows a schedule that WebWay sends to the learner and the client before the training starts.
4.2. Contact study is study guided by the trainer that takes place in real time, with the trainer and the learners taking part at the same time. In commissioned training, contact study takes place on the client's premises, on a video platform, or in a hybrid form in which some learners are in the training room and the others take part at the same time on the video platform. In an open course, contact study takes place on a video platform. Watching a recording of a session does not count as contact study or as attending the session. Independent study means completing tasks set by the trainer between contact study sessions, in the learner's own time; the trainer gives feedback on each task.
4.3. The trainer keeps a list of participants for each contact study session. The list records the date and time of the session, the venue or video platform, the module or modules covered, the number of academic hours of contact study held and, for each learner, whether they attended or were absent. If a learner attended only part of a session, the number of academic hours they attended is recorded. On the client's premises, the learners confirm their attendance with their signature. On the video platform, the trainer records attendance from the platform's list of participants and keeps an extract of that list together with the list of participants.
4.4. Study materials are provided to the learner electronically. The cost of study materials is included in the tuition fee. The exercises use free versions of AI tools or the existing accounts of the client or the learner. If a paid account is needed for the exercises, it is bought by the client in commissioned training and by the learner in an open course; WebWay states the amount of this cost before the training starts (clause 2.1).
4.5. If a session is cancelled, a new time is agreed with the learners and the client. The volume of the training is not reduced.
4.6. If an employer applies to the Estonian Unemployment Insurance Fund (Töötukassa) for a training grant to cover the cost of the training, the planned time of the training is agreed before the application is submitted. The training does not start before the employer has received the decision of Töötukassa; if necessary, the start is postponed.
4.7. Independent study hours are credited to the learner once they have submitted the module's independent assignment; the volume stated for that module in the curriculum is credited. If the learner's training is funded by their employer, WebWay informs the employer of each learner's academic hours of contact study and of independent study with each invoice, for the invoicing period, and at the end of the training, for the whole training.
5.1. A learner may discontinue their studies by notifying WebWay OÜ by e-mail.
5.2. A learner is removed from studies if:
5.3. A learner who has been removed from studies is issued a statement of participation (clause 8.2).
5.4. If the learner's training is funded by their employer, WebWay informs the employer of the date on which the studies were discontinued and the number of academic hours of contact study the learner attended and of independent study credited to them.
6.1. The tuition fee for an open course is communicated to the learner before registration in a form that can be reproduced in writing, for example by email. The tuition fee for commissioned training is set out in the quotation and the contract.
6.2. VAT is added to the tuition fee.
6.3. The tuition fee is paid by bank transfer on the basis of an invoice issued by WebWay, within 14 days of the invoice being issued. Cash is not accepted.
6.4. A separate invoice is issued for the training. It does not include other WebWay services or software licences. If the training is funded by an employer, the invoice is issued in the employer's name. The invoice shows the name of the training, the period of the training (from date to date), the total volume of the training in academic hours and the first names and surnames of the participants. If the invoice covers part of the training, it also shows the volume of training held in the invoicing period in academic hours.
7.1. If WebWay cancels the training, the tuition fee paid is refunded in full within 14 days after notice of the cancellation. If WebWay postpones the training and the new time does not suit the learner or the client, the tuition fee paid is refunded in full within 14 days after they notify WebWay OÜ of this.
7.2. If the learner or the client withdraws from the training at least 10 working days before the training starts, the tuition fee paid is refunded in full. If they withdraw later, 50 % of the tuition fee is refunded. The tuition fee is refunded within 14 days after notice of the withdrawal.
7.3. If the learner discontinues their studies after the training has started, the tuition fee is not refunded.
7.4. In an open course, the learner may send another person in their place if they notify WebWay OÜ before the training starts.
7.5. The tuition fee is refunded by bank transfer to the account from which it was paid.
7.6. If the learner is a consumer and has concluded the contract for an open course by email or through a web form, they may withdraw from the contract without giving any reason within 14 days of concluding it (Law of Obligations Act, § 56). They notify WebWay OÜ of the withdrawal by email. The tuition fee paid is refunded within 14 days after the notice of withdrawal is received. If, at the learner's express request, the training has started before the end of the withdrawal period, they pay proportionately for the part completed. Clauses 7.2 and 7.3 do not limit this right.
8.1. A certificate is issued to a learner whose achievement of the learning outcomes was assessed and who achieved all the learning outcomes required to complete the curriculum.
8.2. A statement of participation is issued to a learner whose achievement of the learning outcomes was not assessed or who did not achieve all the learning outcomes required to complete the curriculum. The statement of participation shows the modules the learner took part in and the number of academic hours of contact study they attended and of independent study credited to them.
8.3. The certificate and the statement of participation show:
8.4. The certificate or its annex also shows the learning outcomes achieved and the methods used to assess them.
8.5. The certificate and the statement of participation are signed digitally by a management board member of WebWay OÜ. Certificates and statements of participation are numbered, and a register of them is kept. They are issued electronically within 10 working days after the training ends. If the training is funded by the employer, a copy of the certificate or statement of participation is also sent to the employer.
9.1. Feedback is collected in accordance with the quality assurance rules.
9.2. A complaint can be submitted by e-mail at info@webway.ee. WebWay replies within 10 working days.
9.3. Disagreements are settled by negotiation. If no agreement is reached, the dispute is settled in court under Estonian law. A learner who is a consumer may also turn to the Consumer Disputes Committee at the Consumer Protection and Technical Regulatory Authority.
10.1. WebWay processes the learner's personal data to organise the training, to issue the certificate or statement of participation and to submit the data required by law to the Estonian Education Information System. If the training is funded by the employer, the data needed to fund the training are passed on to the employer.
10.2. The processing of personal data is described in the privacy policy: webway.ee/et/privacy.
10.3. Documents on which the performance indicators are based are kept for three years from the end of the calendar year in which the document was created. The data of each certificate or statement of participation are kept in the register for seven years from the end of the calendar year in which it was issued.

1.1. WebWay OÜ (registry code 17529905, hereinafter WebWay) establishes these quality assurance rules under § 7 of the Adult Education Act (täiskasvanute koolituse seadus).
1.2. The document sets out how WebWay ensures the quality of its curricula, their development, its trainers and the learning environment, and how feedback is collected and taken into account.
1.3. Artur Belonogov is responsible for quality. He is also responsible for organising continuing education.
2.1. A curriculum is drawn up in accordance with the Continuing Education Standard (täienduskoolituse standard). A curriculum contains at least the parts required by the standard: name, curriculum group, aim and learning outcomes, conditions for starting the studies, total volume (contact study and independent study separately, with practical study shown separately), content of studies and study methods, description of the learning environment, conditions for issuing completion documents, and a description of the trainer's qualifications, study or work experience. If a curriculum is based on an occupational qualification standard, another state-established standard or a formal education curriculum, or if it gives the right to work in a particular field, the curriculum refers to the relevant standard, curriculum or legal act and lists the relevant competences.
2.2. A curriculum is based on learning outcomes. Learning outcomes are described at the minimum level needed to complete the curriculum and are worded so that their achievement can be assessed.
2.3. The name of a curriculum describes the content of the training accurately and is not misleading. The parts of a curriculum are consistent with each other, and the learning outcomes can be achieved within the time set in the curriculum.
2.4. Before commissioned training, WebWay works with the client to identify the employees' current skills and work tasks and adapts the exercises to them. The learning outcomes stay the same.
2.5. A curriculum is adopted by a management board member of WebWay OÜ. An adopted curriculum has a version number and a date of adoption.
3.1. WebWay reviews each curriculum after every training course and also at least once a year.
3.2. A curriculum review takes into account feedback from learners and clients, the trainer's observations and changes in the tools used in the training.
3.3. A change to a curriculum is adopted as a new version. Earlier versions are kept so that it is clear which version each training course was based on.
3.4. AI tools change quickly. Examples and exercises are updated before each training course in a way that does not change the learning outcomes. A change to the learning outcomes is a change to the curriculum.
4.1. A trainer must have professional competences in the field being taught and adult educator competences. WebWay assesses whether the trainer has these competences.
4.2. The competences may come from formal education, continuing education, the occupational qualification system or practical work experience.
4.3. Before a trainer's first training course, WebWay assesses their competences against the requirements described in the curriculum. The assessment is based on the trainer's education, continuing education completed, professional work experience and experience in training or instructing adults; each claim is supported by evidence or an example of work. The result of the assessment is recorded in writing, confirmed by the management board member and reviewed at least once a year.
4.4. A trainer regularly develops their skills both in their professional field and in adult education.
4.5. WebWay ensures that each training course has the necessary number of trainers with the qualifications, study or work experience described in the curriculum.
4.6. The names of the trainers, with a description of the qualifications, study or work experience that demonstrate their competence, are published in Estonian on the website. The details of trainers of commissioned training do not have to be published.
5.1. Contact study takes place in real time: in commissioned training on the client's premises, on a video platform or in a hybrid form, and in an open course on a video platform (clause 4.2 of the study organisation rules). The client provides the training room. In the room, each learner has a computer and an internet connection, and there is a screen or projector for showing the trainer's screen.
5.2. Online training uses the Google Meet video platform, which allows screen sharing and which the learner can use free of charge in a web browser. The learner needs a computer, an internet connection, a camera and a microphone.
5.3. Study materials and independent work assignments are provided electronically in a shared Google Drive folder for the group.
5.4. Personal data and trade secrets are not used in the exercises unless the learner's employer has given written permission for this. At the start of the training, the trainer explains which data must not be entered into AI tools.
5.5. The needs of a learner with special needs are taken into account by agreement with the learner.
6.1. At the end of each training course, the learners fill in an anonymous feedback questionnaire. The questions cover the content of the training, the trainer's work, the learning environment, the organisation and how useful the training is at work.
6.2. In commissioned training, WebWay also asks the client for feedback four weeks after the training to find out whether the employees use what they learned in their work.
6.3. WebWay prepares a summary of the learners' feedback within 10 working days after the training ends. In commissioned training, the client's feedback is added to the summary within 10 working days after it is received. The summary states what will be changed and when.
6.4. Once a year, WebWay prepares a summary of the feedback on all training courses and uses it when reviewing curricula (clause 3.1).
6.5. Complaints are handled in accordance with the study organisation rules. Changes made as a result of a complaint are recorded in the feedback summary.
7.1. Certificates (tunnistus) and statements of participation (tõend) are numbered, and a register of them is kept.
7.2. By 31 March each year, WebWay submits its performance indicators for the previous calendar year to the Estonian Education Information System (EHIS).
7.3. WebWay ensures that the accuracy of the performance indicators can be proven with documents. Documents on which the performance indicators are based are kept for three years from the end of the calendar year in which the document was created.
7.4. Information published on the website is up to date, easy to find and unambiguous. The information is reviewed after each change to a curriculum and at least once a year.
7.5. When describing its activities, WebWay does not make statements that give the impression that its training has been endorsed or formally recognised by the state, the Estonian Unemployment Insurance Fund (Töötukassa) or any other body. Registration of the notice of economic activity (majandustegevusteade) does not mean that the state has assessed or endorsed the quality of the training. WebWay does not use the logo, trust mark or quality mark of Töötukassa or any other body without the owner's permission.
8.1. The quality assurance rules are reviewed at least once a year and whenever the Adult Education Act or legislation issued under it changes.
